丂Chambers of commerce and industry were first established in Japan in 1878 in the cities of Tokyo, Osaka, and Kobe. Chambers were set up in other cities, following this lead, and in 1892 fifteen chambers gathered together to form the Japan Chamber of Commerce and Industry[JCCI].
丂Today, virtually all of Japan's major cities have chambers of commerce, which numbered 526 in 2001. Chambers of commerce form a large-scale nationwide organization boasting 1.64 million members.
丂Chambers in Japan are designated as corporations with special status and were created and are operated under a special government law called the Chambers of Commerce Act. Japanese chambers of commerce have the following characteristics:
They are regional, with one chamber to one city.
They are inclusive, composed or companies large and small, from all industries.
They are public and neutral, engaging in neither for-profit nor political activities.
They are international, having the same structure as chambers in other countries.
They are self-governing and independent, with members holding decision-making authority on a voluntary basis.
丂The Japan Chamber of Commerce and Industry is the central organization to which all local chambers of commerce belong. As an opinion leader in economic circles, JCCI represents the various local chambers in presenting their concerns and suggestions to the government and other bodies, and at the same time plays a role in efforts to implement them. JCCI also has a central position in the dissemination of information concerning government policies and programs, and the promotion of nationwide projects.
